After long years far from my home town. And several places lived for a job. I think I can explain what I thought when comparing the two cities. It will help you to take decision before relocating to another city.
This article I have written though mainly for Indian cities but general rules apply to all cities in the world.
Main criteria of comparisons:
How is the weather? whether is it too hot, humid or too cold, dry or heavy rain, flood or no rain at all
How is the political environment? is it stable or every day some agitations or local govt not at all stable
How local behave with outsiders? are they racial or they do not like outsiders or some local law prevent you to get the same legal authority
How police and govt behave with outsiders? are they rude to them or they only speak the local language or discriminating behaviour
How the infrastructure? how is road conditions? can pedestrian walk in proper footpath? how crowded it is?
How is the pollutions level?
How is the electricity, water and gas connections available?
Is there good open air FREE Gym therein those govt parks? how many free parks are there with good greenery? is there any good park for run or jog?
It is always a traffic jamm? or it below 20 kmph speed of commuting in the city?
Is there cycle path or at least cyclist can ride in most of the roads? are they safe and secure?
How much costly to rent an apartment? how much maintenance cost? what is included in it? how much deposit? how much cost of an agent to get an apartment? how is the area? are good school nearby? are market nearby? are public transport of the main connecting roads good and nearby?
What is the daily living cost including grocery, vegetables, fish, milk, meat etc?
What are the % of educated people or it full of uneducated or under-educated people?
How many higher educations institutes are there? are they govt or private?
How its connectivity to the outer world or other cities?
